pcyp value add key value type

PCYP value add command
This command creates or modifies a pcyp key. This command differs from the key command in that a value and type are required. Please see the PCYP message specification for more information on creating keys.

Examples:

1. Add a key/value for the IMEI:
   cmd pcyp key value rad_imei CELL_IMEI string
2. Add a key/value for the network band:
   cmd pcyp key value net_band CELL_BAND int
