cportal whitelist list

Set the static whitelist

Notes:

1. Addresses can be IP addresses or domain names
2. Whitelists are space delimited
3. For multiple addresses, double quotes are needed around the list as a whole

Examples:

1. Whitelist "www.cypress.bc.ca":
   cmd cportal whitelist www.cypress.bc.ca

2. Whitelist "www.cypress.bc.ca" and "www.google.com":
   cmd cportal whitelist "www.cypress.bc.ca www.google.com"
